I can't connect my device L10s ultra gen2 to my mobile

I have samsung S24 ultra with internet or data. 

I don't have router at my home. Only internet in my mobile. 

When I try to pair the device Dreame L10s ultra gen2 to my mobile I can't because I don't have router. 

Can You  explain me how can i pair the dreame with the mobile ?
